Did Hardy create Tragedy or Melodrama?

On re-reading Jude the Obscure (1895), it struck me that Hardy was trying to write a Tragedy, a benchmark for any commentary on the human condition, but ended up writing a melodrama. While the plot is improbable, for many reasons, the novel does invite a discussion on the possibility of "modern tragedy".
